I think I‘ve got this figured out. 
The way I understand it, lets say I steal a million dollars from you and don’t get caught.  Later I give the million dollars to my children but don’t tell them it’s stolen money.  Once they get the million they can spend it anyway they wish.  Even if you fined out who has your million dollars you don’t get it back because my children are DREAMERS since they didn’t have anything to do with the crime.  So they are happy because they will never have to work for a living; I’m happy because my kids will now be able to take care of me and the rest of the family but you are not happy because you got screwed out of your million dollars.
